MEMORANDUM OF UNDERSTANDING

BETWEEN THE

NATIONAL AIR TRAFFIC CONTROLLERS ASSOCIATION

AND THE

FEDERAL AVIATION ADMINISTRATION

 Section 1. This agreement concerns the implementation of the Automated Surface Observing System (ASOS) at Air Traffic Terminal Facilities. It represents the results of collective bargaining between NATCA and the FAA, pursuant to Article 7 of the Parties' national agreement.

 Section 2. The Employer will impose a seven-month moratorium effective from the date of this agreement. The moratorium will apply to the following activities:

    a. Augmentation at any new locations, other than Grand Canyon Tower (GCN).

    b. Augmentation training at any new locations, other than Grand Canyon Tower (GCN);

    c. Commissioning of FAA-sponsored ASOS equipment at tower locations; and

    d. The Air Traffic Control Specialists at the existing forty-two (42)ASOS sites shall continue to receive their weather information the sameway they are currently receiving the automated weather information today.

Training of new employees at existing ASOS commissioned sites will continue during this period.

Section 3. During the first thirty (30) days of the moratorium, the Parties will jointly determine the objectives, training, rules, and regulations to conduct a six (6) month evaluation of the suitability ofASOS for air traffic operations. The parties agree that the sites selected for this evaluation will include, but not be limited to, Oklahoma City ATCT (OKC) and Wiley Post ATCT (PWA). The Parties agree that this evaluation may be terminated or extended prior to the six (6) month period only by mutual agreement. At the conclusion of the demonstration period, the Parties will meet to conclude negotiations.

Section 4. This moratorium will not affect the commissioning of National Weather Service (NWS)-sponsored locations provided that:

a. The Air Traffic Control Specialists still receive the airport weather in the same manner they receive it today; and

b. Air Traffic Control Specialists are appropriately trained on proper use and dissemination of automated weather information.

Section 5. This moratorium will not affect the deployment of new Tower Display Equipment, provided the Employer meets the requirements of Article 48 and Article 7 of the NATCA / FAA agreement.
